State Apparatuses By Antonio Gramsci - 1430 Words
I have been for the most part skeptical about whether Louis Althusserââ¬â¢s essay on state apparatuses accomplishes anything not previously explained in more humanistic and less functionalist terms by Antonio Gramsci. Indeed, although there appears to be a clear divergence between the two insofar as Gramsci associates ideological work with civil society whereas Althusser locates it in the state, even this distinction is not as stark in light of certain passages in Selections from the Prison Notebooks. Gramsciââ¬â¢s historically specific analysis of domination through hegemony simply seemed to me to constitute a social theory that better accounts for contingency, agency, and change. After further reflection, however, it also clear to me that we can improve upon it by incorporating Althusserââ¬â¢s useful references to materiality and production. Before explaining Althusserââ¬â¢s contribution to theories of ideology and the state, it is necessary to review Gramsciââ¬â¢s own writings on the topic, particularly since his definition of the state and its functions varies a great deal within his fragmented notes from 1929-1936. Strength: Firstly, Chinaââ¬â¢s telecom equipment market is the background of Huawei. Chinaââ¬â¢s telecom industry achieved substantial double-digit growth in 1980s, and surpassed US to become the largest telecom market by the end of 2002. The glooming growth in Chinese market is an initial power of Huaweiââ¬â¢s growth. Table 2 in the case shows that as early as 2005, Huawei had achieved the market leader with the share of 13. 5%. And since China was the largest market, Huawei had become the largest domestic telecom equipment company. Secondly, the special company culture and foresight shown by the company make Huawei an extraordinary different company. The military-styled ââ¬Å"Wolf-Packâ⬠corporate culture and relationship with Chinese government are the ââ¬Å"trump cardsâ⬠of Huawei. The chairman, Zhengfei, admitted that: ââ¬Å"If there had been no government policy to protect, Huawei would no longer existâ⬠. But this is not the only reason of Huaweiââ¬â¢s success. Different from other companies, who following the countryââ¬â¢s policy of ââ¬Å"exchanging market for technologyâ⬠, Huawei put more efforts on research and development, and investing huge punch of money in the future technology (example of investment in 3G). In this way, Huawei becomes more competitive, holding large amounts of cash and patents. As Huawei becoming more and more powerful, they start to build a national recruitment system with exceptionally high pay by Chinese standards, making them an ideal employer of college graduates. RD investment, patents, high salariesâ⬠¦all of these characteristics belonging to western technology powerhouse are replicated by Huawei to its model of corporate management. Thirdly, Huawei was undoubted the largest Chinese telecom equipment manufacturer, with integrated and Omni form products. Weakness: The culture gap between Huawei and other companies may be a headache to the Huaweiââ¬â¢s managers. The military-styled wolf-pack corporate culture looks not attractive to the employees overseas, who prefer a workplace with more relax and less stress. Besides this, the closed relationship between Huawei and Chinese government, especially the military, should be considered by the other countries of security issues when they planning to cooperate with Huawei. Opportunities: Huaweiââ¬â¢s move in the markets of developing countries has been proved to be successful. Huawei has printed its steps in Russia, South Africa, South America and Europe. The market of USA is an opportunity for Huawei to make their next global expansion. Threats: ââ¬Å"Incumbent Western firms should be very scared of Huawei. Its reputation as a low-cost vendor is only the visible part of the icebergâ⬠, As J. Doineau said, Huaweiââ¬â¢s threat to the international telecom equipment suppliers was not to be overlooked. But in Huaweiââ¬â¢s viewpoint, if all the competitors and potential partner regarding them as an intruder from ââ¬Å"Chinese Militaryâ⬠, they would face serious threats due to the culture misunderstanding. On the other hand, the world leaders, like Cisco, could not freely give up their market shares to Huawei. The threat of face to face competition with them is another challenge to Huawei. Huawei began considering international expansion in 1996 when it was looking for diverse sources of growth beyond the Chinese market. The company made its initial overseas moves in the markets of developing countries, to avoid ââ¬Å"head to head competition with its international rivals such as 3Com and Ciscoâ⬠. Huawei made its first significant international sale to a Russian telecom service provider in 2000, which was quickly followed by Advanced Info Service, Thailandââ¬â¢s largest mobile service provider, and Tele Norte Leste Participacoes, Brazilââ¬â¢s fixed line carrier. Whatââ¬â¢s more, major contracts won in United Arab Emirates, making UAE the first Arab country with 3G wireless communications. They set up CDMA network in Europe and expanded business in Portugal, Netherlands and GB. Huaweiââ¬â¢s success in global expansion cannot live without its competitive advantages comparing to the other companies: low-cost engineering, wolf-pack culture, and government support. As concluded by an industry analyst, Huaweiââ¬â¢s threat came not from low-cost manufacturing, but from low-lost engineering. With an inexpensive and highly qualified research and development (RD) workforce, the company was able to deliver customized, innovative solutions to global enterprises looking to reduce their capital expenditures. The support from the Chinese government is another good news to Huawei. As cited in the case, the company received financial support from the state-owned Chinese Development Bank in the form of a US$10 billion credit facility for Huaweiââ¬â¢s international expansions over five year. We never expect that happening in an US company. Last but not least, the management philosophy ââ¬Å"Wolf-Packâ⬠is regarded as a precious to Huawei. We can imagine that a company believing themselves as a pack of wolves-very confident and aggressive. That is why many incumbents feel scared of Huawei like sheep scaring of wolves. However, the competitive advantages cannot sustain forever. The highly qualified employees cannot satisfy the contemporary salary standards, which are high in China, but comparably low in developed countries. The pressure of the salary expenditure increasing makes a threat to Huawei in global expansion. The news shows that Huawei has recently come under attacks by the US government. The reason why US government did that mostly considers the national security issues, because Huawei has a close guanxi with Chinese military. As stated by Ciscoââ¬â¢s CEO John Chambers, ââ¬Å"Network would have to be capable of responding to intrusions and viruses before human operators become aware of them. And security will be the most effective and efficient if a common strategy extends through all of a corporationââ¬â¢s wired and mobile networksâ⬠. US government is alert to anything related to security. And what looks ironic here is that the words coming from CEO of Cisco, who is mainly competitor of Huawei in US market. With its bountiful political resources, Cisco is considered to be director of attacks. It ends unhappily, usually with the heroââ¬â¢s death. Although no exact, detailed definition of tragedy has been agreed upon by critics, the term is commonly used to describe nonmusical dramatic works, not operas. The issues in tragedy are significant, and the characters and action are basically realistic. Tragedy thus differs from melodrama, which may be sad or horrible but is unrealistic and superficial. It is also to be distinguished from tragicomedy, in which elements of both tragedy and comedy are combined, and which ends happily. (See ââ¬Å"Aristotle and Tragedyâ⬠). à Thesis Statement: This paper scrutinizes the two plays which are Hamlet and Oedipus the King. II. Discussion A. Hamlet and the Aspect of Revenge and How It Transcends Every Genre Hamlet best exemplifies the genre of Elizabethan revenge. A center of many arguments is the apparent delay of Hamletââ¬â¢s revenge. Critical discussion of this supposed procrastination has a long history. Goethe thought Hamlet too sensitive, Coleridge and A.W. von Schlegel too intelligent to be capable of action. The early 20th century English critic A.C. Bradley saw him as restrained by melancholia, the 19th century German scholar Herman Ulrici by moral scruples; the Freudians viewed him as too complex-ridden to kill his uncle (See ââ¬Å"Hamletâ⬠). This aspect of Hamletââ¬â¢s behavior is seen either as a flaw or a virtue. The story contains four sons of murdered fathers (Hamlet, Laertes, Fortinbras, and Pyrrhus), but Hamlet differs from the threeââ¬â¢s pursuit for revenge. He even goes as far as feigning insanity in order to conceal his real agitation and divert attention from his task of revenge. The subject of revenge, which is one of the focal themes of the play, transcends every genre, for there is a Hamlet in every one of us. As Hamlet in the story suffers pain and grief as a result of the circumstances surrounding his fatherââ¬â¢s death, the usurping of the throne and by the betrayal he felt from his motherââ¬â¢s remarriage to his fatherââ¬â¢s brother, Hamlet is then filled with the dilemma of whether to take revenge against the wrongdoer. Suffering and grief as a consequence of injustice and oppression is as old as manââ¬â¢s history (Rowse, 1984).Even during the course of the play, Hamletââ¬â¢s torment alienates him from all those around him, even though he has a close friend to confide with. Such inner turmoil is only expressed in his soliloquies but unknown to those around him. Certainly, the depth of suffering is known only the most by the one who suffers. How people variously react to such agonies is showcased in the playââ¬â¢s story. Most often, it is the common desire to act as the three other young men (Laertes, Fortinbras, and Pyrrhus) did pursue their task of vengeance with ruthless single-mindedness. However, Hamletââ¬â¢s situation is far more complicated. This shows that indeed, vengeance is far from simple. While it seeks to retaliate by inflicting pain for pain, Shakespeareââ¬â¢s Hamlet shows the peril of vengeance. All those who sought revenge died. Hamletââ¬â¢s loved ones (such as Ophelia), those whom he could have sought solace and comfort, and himself also died. They became victims of Hamletââ¬â¢s reckless rage as a result of his deflected and unfulfilled desire for retaliation. Revenge therefore, sinks both the offender and the avenger, pulling down along with it the innocent. It is a bearer of destruction. While most revenge plays justifies the avenger by emphasizing him or her as a victim, Hamletââ¬â¢s character hangs a question above it. At the very core of revenge is bitterness, and is like a ââ¬Ërotten apple that spoils the whole bunchââ¬â¢. It has destroyed everything thatââ¬â¢s good in Hamlet and made him much more evil than his stepfather. The danger of retaliation is to do greater harm than what was received. No one overcomes evil, with evil (See ââ¬Å"Hamletâ⬠). Before bitterness could do its harm, it is best thrown out. Truly, Shakespeareââ¬â¢s Hamlet speaks to every individual in every genre, since ALL of us must pass through a time of making that choice: ââ¬Å"TO BE (bitter) OR NOT TO BE (bitter)? That indeed is a question we all must face (Rowse, 1984). B. Oedipus, the struggles and revenge The play Oedipus the King, also known as Oedipus Rex is a play written by Sophocles with Oedipus as the main character.à Oedipus is considered a tragic hero since despite his noble birth; he is unable to overcome the obstacles he has encountered in his life and about his past. There are certain characteristics in a story which leads a character to be identified as a ââ¬Ëtragic heroââ¬â¢. A tragic hero must be of high social stature who commits a fatal mistake and in Oedipusââ¬â¢ case of poor judgment. Oedipus fits the description, being born of nobility with King Laius and Queen Jacosta as his biological parents, ruler of Thebes. His poor judgment is made obvious when in searching for Laiusââ¬â¢ murderer, Oedipus stubbornly paid no attention to blind prophet Tiresiasââ¬â¢ forewarnings not to continue in the investigation. And although Tiresias was blind and old, king Oedipus accused the prophet instead, of being the murderer. A tragic hero is set as an example for the viewers of the tragic consequences when a man of lofty position falls because of his own misdeeds, although the tragic hero realizes his mistakes and learn from it. Typically, a person of great stature is regarded with admiration and respect by the people and those around him. If, in the course of time, such person is eaten by a desire to continuously receive such admiration, he or she suffers the malady of grandiosity (See ââ¬Å"Oedipus the Kingâ⬠). In this situation, the person is narcissistic, which means the person thinks highly of his or her own personal qualities as being superior than that of others such as physical looks, intelligence, talents or abilities, and achievements. Depression plagues the person if such a need is not met. Oedipusââ¬â¢ position of loftiness crumbles upon the Herdsmanââ¬â¢s revelation of the kingââ¬â¢s parenthood. Oedipus words upon knowing the truth expresses a pessimistic perspective of his life and future. Secondly, a tragic heroââ¬â¢s fate is undeserved. In Oedipus case, certain circumstances in his life are outside his control. It began when it was known through a prophecy that it was destined that king Laius will be killed by his own son. Queen Jacosta tried to prevent such a tragic fate from occurring by trying to end Oedipus life, who was still a child at this time. However, unknown to them, the child was given to a shepherd and still ended up raised in kingly stature as a child of king Polybus, ruler of Corinth. But even in Corinth, a prophecy was spoken to him of the tragic fate that awaits him. Seeking to escape the prophecy, Oedipus travels to the land of his birth, Thebes wherein he unknowingly fulfills what has been predicted of his destiny. Oedipus, as a tragic hero, does not fully deserve his fate since he partly bore the consequences of his parentââ¬â¢s mistakes and actions. Right before his birth, when the king and queen sought the advice of the Delphi Oracle, they were already forewarned not to bear children. Obviously, the advice was not heeded and the oracle was only remembered by king Laius when the child was born. A mistake was followed by another mistake, when the parents rejected the child and Oedipus was denied of his parentââ¬â¢s love and care (See ââ¬Å"Oedipus the Kingâ⬠). Although he was of nobility, such circumstances somehow had set the wheels that led to his tragic end. Initially robbed of his kingly stature by birth, ââ¬Ëfateââ¬â¢ restored it to him. Upon ascending the throne, his stature began to blind Oedipus of the real state of his inner self. Instead of the pain within himself and his tragic past, Oedipus is self-deceived; he covers the pain and inner suffering brought by the past by focusing only on external beauty. Since he was already blinded by his own self, he did not heed wise counsel. This time, Oedipusââ¬â¢ own foolishness led to his own downfall.à His own narcissistic characteristic caused his poor judgment: if he did not see himself as having superior opinion than others, he would not have killed king Laius nor have accused Tiresias a liar. His own pride has already blinded him that prevented him of acknowledging the truth. However, Oedipus later saw the folly of his own actions and gained knowledge that life is more than just a result of fate (See ââ¬Å"Oedipus the Kingâ⬠). III. Conclusion Each character of the Oedipus the King and the Hamlet show outstanding representation of different individuals on how they may react in times of difficulties. These play give us better understanding that half of this world struggles a lot in order to live and may do anything in order survive. As the saying goes ââ¬Å"survival of the fittest.â⬠During the great depression, many people are crying out because of starvation. During this time, the economy was shaky and the prices were all going up. Many individuals, especially the commoners, have the hardship in how to cope up this circumstance In conclusion, the play tells us the reality of life. That life is full of struggle and everyone should do his part to overcome it. Oedipus the King and Hamlet are two different plays however showed reality about life. Today many people use a computer to do work for their business, home, and school. I am writing a report outlining the differences between using a typewriter and a computer to do work. I will also explain why one machine is better than the other. Hopefully this report will help you discover the advantages your employees will gain from the use of computers. Computers are machines of the future. People use computers more than the typewriters in the office, at school and at home. One of the main reasons is a computer has more features than a typewriter. A typewriter is very limited in itâ⬠s use, for example, you have to use correction fluid every time you make a mistake. There is the advantage of Manual typewriters being more mobile (since they don't depend on electricity), but are often bulkier and heavier than electric or electronic typewriters Computers process work faster than typewriters on mass of products. Software such as Microsoft Office 2000 can practically run the office for you. The most common word processing program is Microsoft Word 2000â⬠³s Word 2000 program. Word 2000 can bold, underline, copy, paste, and highlight the letters on computers. It can also change fonts and sizes for the letters. Word 2000 has all these special features for the computer, which typewriters donâ⬠t have. Computers can save the word processing on hard disk or floppy disk, which means it can be accessed and edited over, and over again, and printed out when needed. Typewriters canâ⬠t save or change once typing done. There are some special features of Word 2000 such as the ability of inserting clipart and WordArt. Clipart is a feature that provides arts, pictures, video, and sound. WordArt is also a feature provide styles and colours for words. Computers can make word processing outcome ten times better than typewriter. Typewriters only had spaces, capital letters and other simple features. Computer Word Processors are very convenient for writing. You can correct mistakes, check your spelling, format your paper, and often do other fancy things quite easily. However, you are tied to a power supply, and you will usually need some unusual sort of adapter in another country. Ribbons for many word processor machines are unique to the company that makes them, and are often hard to find outside of large cities in post-industrial countries. Laptop computers are the ultimate in convenience. You can do almost anything with a modern word-processing/design application that you could in the best of print shops. However, you are again tied to an electrical outlet (limiting your choice of location and project) and most portable computers do not have their own printer. It is not too difficult to put your material on a floppy disk and print it out at the Center with a computer printer compatible with your computer. Be aware of typing and writing health. Use posture that won't break your back in ten years. Hold your wrists right so you don't get carpal tunnel syndrome (especially for electronic keyboards). Remember to rest your eyes regularly if your have to stare at a computer screen for long periods of time. As technology continues to expand in offices across the Nation, the role of the secretary has greatly evolved. Office automation and organizational restructuring have led secretaries to assume a wide range of new responsibilities once reserved for managerial and professional staff. Many secretaries now provide training and orientation to new staff, conduct research on the Internet, and learn to operate new office technologies. In the midst of these changes, however, their core responsibilities have remained much the same-performing and coordinating an officeâ⬠s administrative activities and ensuring that information is disseminated to staff and clients. Secretaries are responsible for a variety of administrative and clerical duties necessary to run an organization efficiently. They serve as an information clearinghouse for an office, schedule appointments, provide information to callers, organize and maintain paper and electronic files, manage projects, and produce correspondence. They may also prepare correspondence, handle travel arrangements, and contact clients. Secretaries are aided in these tasks by a variety of office equipment, such as filing systems, photocopiers, and telephone systems. In addition, secretaries increasingly use personal computers to run spreadsheet, word processing, database management, desktop publishing, and graphics programs-tasks previously handled by managers and other professionals. At the same time, these other workers have assumed many tasks traditionally assigned to secretaries, such as word processing and answering the telephone. Because secretaries are often relieved from dictation and typing, they can support several members of the professional staff. The whole object of education isâ⬠¦to develop the mind. (Sherwood Anderson) The United States of America has developed a system to educate its youth by a publicly funded system. It is the law and born civil right of each citizen to attend some form of education by a particular age. The public school system is set in place for those who choose not to send their offspring to private, religious, or charter schools. This is the present incarnation of the public school system. It is said to be equal in all manner throughout the country. That has not always been the case in this nation. That has brought forth numerous laws and enactments to grant those who find themselves on the lesser side of gaining knowledge more of an equal footing where education is concerned. In this land of opportunity, there is an expected level of availability that is expected. In a world of intense competition from within and outside of the country education one of the few ways of balancing the scales of the socially or monetarily disadvantaged is proportionate education. In this nation children have at one point or another in history been systematically held back for one reason or another. The reasons differ in the once beliefs that they were not able to learn or personal thought of not being worthy to be taught. In 1896 Plessy vs. Ferguson granted the states the right to uphold the separate but equal doctrine that ruled the land. This was a great lost to all those that held a hope those later generations would do better than those who came before. Education began to become more balanced when separate but equal was pushed aside by the landmark case of Brown vs. The Board of Education. In 1954 The Supreme Court ruled in favor of Henry Billings Brown. This would begin the integration of public school which was the first step into equal opportunity for students nationwide. The Title I of the Elementary and Secondary Education Act of 1965 was the next big step creating a system that would seek a fair learning experience for all. Its basic notion is that state and local funds for schools should be equitable before federal Title I funds are added to schools with large concentrations of low-income students. (americanprogress.org) The Title I funding has a slight problem in its workings that has been a detriment to the children who attend these schools. The amount of money allocated to the schools is based on the salaries of the teachers. That is a problem for schools with a high turnover ratio. Schools that have moderately younger staff that is relatively new to the task of educating young minds make less than the veterans of the better school districts. This translates into less money per teacher and that equals less money for the school and the children. It is unfortunate that less money ultimately means less of educational opportunities. The fact is that children in low income areas do not receive a fair share of money. The student need is not met by the standards laid out by the government. Money is the root of a proper education in this high end technological world. Without proper funds the simplest of supplies cannot be purchased. Computers, books, calculators, or simple printer ink is not available on a scale that is considered suitable. The eventual sharing of materials is a detriment to the students who are not allowed to have their own because of lack of equipment ready for use. The civil rights case would eventually open the door for other minorities. One that would take advantage of the Brown ruling was those with disabilities. In Brown the Court declared that it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education. (web.ebscohost.com.library.gcu.edu.) They would use this to rally their forces and demand equal opportunities for cognitively i mpaired children. Mills vs. the Board of Education of the District of Columbia and the Pennsylvania Association for Retarded Children vs. Pennsylvania were two cases that brought the plight of these students to the light of day. The law would be changed to give them the rights that they so richly deserved. The newest in leveling the field of education has come through the No Child Left Behind Act which was signed into being by former President George W. Bush in 2002. These reforms express my deep belief in our public schools and their mission to build the mind and character of every child, from every background, in every part of America. (George W. Bush, 2001) No Child Left Behind puts an emphasis on improving the quality of public education. It calls for increased accountability, more choices for parents and students, putting reading first, and a higher emphasis on standardized testing. However the standardized testing is one of the biggest problems of the act. The majority of teachers has a problem with the testing and calls it bias. They also put forth that the testing takes away from the true teaching of knowledge, rather they now teach to test. This makes the education of the nation less than competitive with other countries. To combat these problems in our ever changing world we must go back to the beginning. In that thought process society must rethink its past transgressions. The country must avoid the same mistakes of the past. Politicians are not the ones who should make the decisions to lead the future of United States of America. Educators should be in charge of educating the youth. Those who have spent their lives gaining knowledge to teach the children of their world should be tasked with the job of finding a way to educate equally. This task should be given to those who best fit the job description. The assignment should be outsourced if it is needed. Other countries excel in education and this nation could learn from those who educate on higher levels. Educating the masses on a more equal platform will only add to greatness. For example, an expatriate family leaves their own country American and move to Japan. Maybe their home used to be a big house located in a quite suburb. But now their rooms are small apartment stated in central area in Tokyo. It will be a big changing for them and it is very hard for these family members to start their new life. (Omig,1999). Also expatriate employee can not do his(her) assignment very well. In order to make sure expatriatesââ¬â¢ working quality, compensation package should include the detail about housing change, introduce the new environment, list advantage and disadvantage of these changing. Then expatriates know what will happen in the future and also they can do lots of prepare to adopt the new home. Then about healthcare, healthcare is also one of important factors of compensation package according the research by Frazee (1998a).Lots of international company have different insurer between home country and expatriate. For instance, the expatriate worked in Hong Kong, while the insurer is Australian .In this situation, normally the claims document is finished in Chinese. But it is so inconvenient for the Australian headquarters reading this work. It should be translated and will take a long time (Franzee, 1998a). So these days, some enterprises contracting with insurance company which have special plan for expatriates. These plans including special progress to deal with expatriatesââ¬â¢ claim more quickly than normal insurance company (Robert et al.) In addition, researcher indicates there are two main approaches to developing international compensation: the Going Rate Approach and the Balance Sheet Approach.(Peter Denice, 2004) Firstly, the Going Rate Approach is simple and easy to understand .But it can be easily variation between same nationality expatriates in different locations. Furthermore, the balance sheet approach help to ââ¬Å"provide equivalent purchasing power abroadâ⬠(Overman, 2000, p88) Nature of the expatriate job The nature of the expatriate job is very important for the whole expatriate management system (Tahvanainen,2000). Expatriate employees want to achieve different tasks based on the different nature of their job(His-An Shih et al.,2003). This also means ââ¬Å"expatriate performance appraisal should according to the nature of the expatriate missionâ⬠(His-An Shih et al.,2003). The difficult part for the expatriate manager is that the nature of their job is defined by their home country, but performed in host country (Peter Denice 2004). Especially when the expatriate need to complete important tasks and stay at host country for long time, the host country manager will be involved more in the expatriate objectsââ¬â¢ decision (Tahvanainen, 2000). Scholars do some research about expatriates of four information technology industry who worked in Taiwan. They found different nature of the expatriateââ¬â¢s mission related to different goal-setting arrangement. Hitachi(Japan), Philips(Dutch), Samsung(Korea) use the same way: the host country manager approbate the goals set by expatriates (His-An Shih et al.,2003). ââ¬Å" I need to set my own work goals every six months and discuss them with my direct supervisor here (Philip).â⬠ââ¬Å" We have to set our own performance goals and get our(host) managerââ¬â¢s approved?(Samsung)â⬠. But Applied Materials Taiwanââ¬â¢s expatriates set their performance after they satisfied their clients. ââ¬Å" We are also evaluated by our clients for instance, part of my performance goals is decided jointly by my boss and my client firmââ¬â¢s executives(AMT)â⬠(His-An Shih et al.,2003). These findings provides hypothetic support to EPM model which suggested by Tchvanciner(1998). And this model can help MNEs improve their global management to get competitive advantage. Culture adjustment From past experience, hard to accept the new environment and difficult to operate effectively are main problems for most expatriates (Brewster and Harries, 1999). Pre-departure training, like language and sensitive training is very important for improving expatriatesââ¬â¢ culture awareness and cross-culture suitability (Dowling et al., 1999). However, lots multinationalsââ¬â¢ cross-culture training is not enough. Some are insufficient, some are incomplete ( Brewster,1995; Waxin et al.,1997, Selmer, 2000). Why these things happen? Because itââ¬â¢s very hard to evaluate the effectiveness of such training (Marie-France Waxin et al) Teaching expatriate employees from one culture to coordinate with people of another culture is the goal of cross-culture training (Brislin and Peterson, 1986; Mendenhall and Oddou, 1991) For example, these days more and more multinational companies enter Chinese market. There is one crucial reason decide success or failure of multinational enterprise. This reason is culture difference (zhuang, 2003) Scholars suggest expatiates managers should pay attention to two aspects, ââ¬Å"how to handle culture difference, how to effectively communicate with staff members.â⬠(Yuan qiang, zhou et al.,) Also there are some research about one American company and one European company conduct in China. The American company believes training is a good way to make expatriate employees recognize the host country culture and communication is useful to reduce the gap of difference. The European company considers culture fusing by training and providing opportunities, like business travels and making people appreciate different cultures. Communication is the most useful way to deal with the misunderstanding problems between expatriate managers and local staffs (Yuan qiang, zhou et al.,). Both of these companies have common sense on the culture identification. They all believe culture identification should be realized through training and daily influence ((Yuan qiang, zhou et al.,). Also some global company offer extensive pre-departure training, such as culture awareness programs: ââ¬Å" I attend Chinese classes three months before my assignment here (Samsung manager) In conclusion, researches show cross-culture training already has positive effect on culture adjustment. Performance appraisal of international employees After we discussed the variables influence performance , now we will focus on research about expatriate managersââ¬â¢ performance appraisal (Peter Denice, 2004). It include performance criteria, issues surrounding the use of multiple raters, methods and use of performance appraisal (Peter W.et al.) Performance criteria Criteria should be balanced between ââ¬Å" achievement in relation to objectives, behaviour on the job as it relates to performance and day to day effectivenessâ⬠(Armstrong, 1994,p93). ââ¬Å"Achievements in relation to objectivesâ⬠represents by ââ¬Å"hardâ⬠criteria. How such criteria be determined? Scholars suggest returned expatriates should be involved in developing the appropriate criteria (Peter W. et al.). Furthermore, this action should occur every five years. Otherwise the performance evaluation criteria will not make sure to remain current with the overseas environment (Peter W. et al.). Day to day effectiveness is more difficult to measure the expatriate manager (Black et al.,1999). So people call it ââ¬Å"softâ⬠criteria. Normally, ââ¬Å" softâ⬠criteria tend to be like leadership style or interpersonal skills (Peter Denice, 2004). For example, an American company expatriates work in India. They should choose odd or erratic demands for delivery in order to follow Indiaââ¬â¢s culture. But no one notice this, in this situation, the US suppliers canââ¬â¢t operate the right way. So there should be an interview ask returned expatriate about the technical nature of their work which related to the companyââ¬â¢s interrelation. Also the home country human resource manager can ask the expatriate these questions every three or six months (Gary Mark, 2000) Appraisal rater Normally, the immediate supervisor will evaluate the employeeââ¬â¢s performance (Marply and Cleveland, 1995). But Jackson and Schuler suggest expatriatesââ¬â¢ performance can be evaluated by multi about several international IT companies with subsidiaries in Taiwan shows all these companies use multiple raters. They combined self-rating and immediate supervisorââ¬â¢s rating. ââ¬Å" I need to conduct a self-appraisal on how well I meet my goals since the previous evaluation period ( Winbond). ââ¬Å"?My self-evaluation will be reviewed by my immediate supervisor here and sent to the divisional general manager in the home office, who write my final performance appraisal report (Samsung). Under our companyââ¬â¢s organization structure, we enjoy certain autonomy here (Philip).And ATM regard as clients as rater. ââ¬Å"Doing so is necessary, I spend over half of my working time in my clientsââ¬â¢ factory during my expatriate assignment(AMT). (His-An Shih et al.,2003) In conclusion, every company arrange their performance rater based on practical reasons, whole structure and parent companyââ¬â¢s culture. Performance forms The standardized or customized performance form can make comparisons between expatriates around the world more easy. Gregerson et al(1996) do some research about empirical evidence. They make a conclusion that more than three-quters of survey sample used a standardized performance form. Also the research about five famous global industries , they all use the same appraisal form. ââ¬Å" Before my assignment here( in Taiwan), I had another expatriate experience in Singapore. They use the same performance appraisal form to evaluate my performance(AMT).â⬠ââ¬Å" In our company , the performance appraisal procedure for expatriates is largely the same as that used in our headquarters (Samaung). In summary, both Western and Asian companies may use standardized appraisal forms used by headquarters. But the disadvantage is these forms without adjustment to cooperate host country. In 1787. a group of representatives from the 13 colonies met all together to discuss the Articles of Confederations weaknesses and to make a new Constitution. They disputed, debated, and talked about It for 4 months until they created the U. S. Constitution. In my essay, I will discuss some weaknesses in the Articles of Confederation and I will also discuss how they resolved It. I will also discuss some weaknesses that remained in the Constitution when it was passed. One of the Articles of Confederations weaknesses was that each state makes their wn money. It was difficult for the states to trade with each other. If the states used the same kind of money, it would encourage more trading between them which is easier than making their own money. Another weakness was that John Jay mentions that the new government would be fair and enough. Thereby, the people were saying that the weakness of the old government which was the Articles of Confederation was unorganized and not fair. It had no federal court system, so each state made up their own laws and had their wn courts which may have led to a corruption. One weakness that remained In the Constitution even when It was passed was that Thomas Jefferson mentions that the only important thing that was not in the Constitution was a Bill of Rights. So, the federalists promised to include a Bill of Rights In the constltuuon once It will pass. The Bill of Right were the first 10 amendments, which included the freedom of religion, freedom of press, freedom of speech, freedom of assembly, etc Another weakness was that the Articles of Confederation had only one house of overnment, but the Constitution provides for fair representation in the government.
